2、能安全之殷切期盼與要求,於民國(guó)九十一年六月二十五日第六十次核能營(yíng)運(yùn)高階主管會(huì)議決議成立「強(qiáng)化核能營(yíng)運(yùn)品質(zhì)專案小組」,並由核能發(fā)電處研訂運(yùn)作辦法及簽陳總經(jīng)理核定,以協(xié)助督導(dǎo)目前營(yíng)運(yùn)中三座核能電廠持續(xù)強(qiáng)化其營(yíng)運(yùn)品質(zhì),藉以鞏固核電安全及提高民眾信心。強(qiáng)化核能營(yíng)運(yùn)品質(zhì)專案歷經(jīng)多次專案會(huì)議的討論,於今(93)年七月間第五次專案小組會(huì)議對(duì)建議策略及其相對(duì)具體改善做法定稿,目前刻由各核電廠落實(shí)推動(dòng)中,至此專案小組已完成其階段性任務(wù)。其辛勞得出之檢討建議實(shí)屬寶貴知識(shí),特將本專案運(yùn)作之過程及具體建議整理出來(lái),讓更多同仁對(duì)本專案有更
3、深切之認(rèn)識(shí)並落實(shí)於日常運(yùn)轉(zhuǎn)、維護(hù)作業(yè)中,俾對(duì)強(qiáng)化核能營(yíng)運(yùn)品質(zhì)更有助益。貳、編組與任務(wù)一、編組本專案小組屬任務(wù)性編組,由核發(fā)處處長(zhǎng)擔(dān)任召集人,成員包括核安處處長(zhǎng)、核一廠廠長(zhǎng)、核二廠廠長(zhǎng)及核三廠廠長(zhǎng)。分成「品質(zhì)安全」、「人員疏失」及「維護(hù)保養(yǎng)」三個(gè)分組,由核發(fā)處、核安處、核一廠、核二廠及核三廠指派課長(zhǎng)或資深股長(zhǎng)組成,並由核發(fā)處三位副處長(zhǎng)擔(dān)任分組召集人,另設(shè)推行幹事一人(由核發(fā)處運(yùn)轉(zhuǎn)課長(zhǎng)擔(dān)任)負(fù)責(zé)幕僚協(xié)調(diào)工作,其組織架構(gòu)如次:scscscscscscscscscscscscscscscscscscscscscscscs
4、cscscscscscscscscscscscscscscsc2OF17scscscscscscscscscscscscscscscscscscscscscscscscscscscscscscscscscscscscscscsc召集人:核能發(fā)電處處長(zhǎng)成員:核能安全處處長(zhǎng)核能一廠廠長(zhǎng)核能二廠廠長(zhǎng)核能三廠廠長(zhǎng)﹁品質(zhì)安全﹂分組﹁人員疏失﹂分組﹁維護(hù)保養(yǎng)﹂分組推行幹事二、任務(wù)1、深入檢視營(yíng)運(yùn)品質(zhì)並持續(xù)加以強(qiáng)化,以確保核能安全、輻射安全與工業(yè)安全。2、落實(shí)遵守程序書,徹底消除人為作業(yè)疏失。3、貫徹預(yù)防性保養(yǎng),逐步推行預(yù)測(cè)性
5、保養(yǎng)制度。三、運(yùn)作方式1、本專案小組每三個(gè)月定期召開會(huì)議並視工作需要召開臨時(shí)會(huì)議;由推行幹事負(fù)責(zé)安排會(huì)議相關(guān)事宜。2、本專案小組各分組原則上每個(gè)月召開一次會(huì)議,研擬核能營(yíng)運(yùn)品質(zhì)問題與改善對(duì)策,供本專案小組討論。參、研討作業(yè)過程一、各分組前後共分別召開五至九次工作會(huì)議,分就負(fù)責(zé)範(fàn)圍研提相關(guān)scscscscscscscscscscscscscscscscscscscscscscscscscscscscscscscscscscscscscscsc3OF17scscscscscscscscscscscscscscscsc
6、scscscscscscscscscscscscscscscscscscscscscscsc問題及改善對(duì)策。二、專案小組定期邀集各分組召開專案會(huì)議,經(jīng)多次深入探討增進(jìn)營(yíng)運(yùn)品質(zhì)之對(duì)策並彙總各分組之意見。三、前後共計(jì)召開五次專案小組會(huì)議:(一)第一次會(huì)議:九十一年七月十五日(二)第二次會(huì)議:九十一年十一月十九日(三)第三次會(huì)議:九十二年四月十日(四)第四次會(huì)議:九十二年八月二十九日(五)第五次會(huì)議:九十三年七月二日四、業(yè)於九十三年七月間第五次專案會(huì)議就「強(qiáng)化核能營(yíng)運(yùn)品質(zhì)專案總結(jié)報(bào)告」定稿,其中涵蓋增進(jìn)營(yíng)運(yùn)品質(zhì)之短期、
7、中期及長(zhǎng)期改善對(duì)策並由各廠建立追蹤機(jī)制,另陳奉總經(jīng)理同意「強(qiáng)化核能營(yíng)運(yùn)品質(zhì)專案小組」結(jié)束階段性任務(wù)。肆、強(qiáng)化核能營(yíng)運(yùn)品質(zhì)之具體建議三個(gè)分組從「制度面」、「實(shí)務(wù)面」、「管理面」等著手探討問題或差異之癥結(jié)所在,再據(jù)以研訂出改善對(duì)策及建議供電廠執(zhí)行。三個(gè)分組之結(jié)論建議分別說(shuō)明如次:一、品質(zhì)安全分組(一)、提昇管理/管制作業(yè)品質(zhì)策略:1、強(qiáng)化自我評(píng)估及經(jīng)驗(yàn)回饋之效果。2、落實(shí)資訊之傳達(dá)。3、及早發(fā)現(xiàn)問題加以改善,抑減再發(fā)生之機(jī)率。具體改善作法:1、課務(wù)會(huì)議上宣導(dǎo)安全文化及經(jīng)驗(yàn)回饋,以落實(shí)資訊之傳達(dá)。必要時(shí)由課股長(zhǎng)或品質(zhì)人
